Harris County Emergency Services District No. 46 (“ESD 46”) and the ESD 46 emergency fire and EMS service provider Atascocita Volunteer Fire Department (“AVFD”) are requesting Competitive Sealed Proposals for the procurement of hardware, software, design, integration, and installation services necessary to complete the implementation of a driver modification and fleet safety system in all vehicles listed in the “Fleet Details” section. The system should be a web-based, real-time, vehicle tracking system and include event capture, data points capture, provide operator audible feedback, and monitoring of operator driving. Additionally, the solution must specifically provide immediate notification of gross violations for the purpose of driver modification. The proposal must include all equipment, materials, supplies and services to provide a complete system installation, including, but not limited to, vehicle installation, system set up and configuration, testing, and training for Atascocita Volunteer Fire Department personnel. All proposals must include all hardware, software, licensing, and services, or specifically identify additional equipment and services needed to meet system requirements, and present said equipment and services as alternates on the proposal.
